Yeah we'll absolutely work on a GM console at a later stage. When exactly I am not sure, but probably during beta.
It will definitely have the ability to spawn/remove entities (ships, stations, environmental objects etc.) and trigger scripts.
I'd say we'll have it as an open source application, which connects to the server as a client (using a GM password which the host sets). That way the community can add features to it, or create their own customised version.
